When it hits an enemy or another player they are picked up and dealt about 6 damage per second before exploding and doing 20 - 80 damage.
If Rasen-Shuriken hits a block it will explode and the damage will cease.
The Rasen-Shuriken can also continue flying with fire on it.
In the anime, the rasenshuriken is a move that Naruto Uzumaki created originally based off of the Rasengan.
The rasenshuriken's chakra cost depends on your chakra. It will likely be uncostly; it may be around 85 Chakra.
